ANNOUNCEMENT

In Municipal Elections to be conducted on 23 December 2009, the political parties and blocs of political parties the candidates of which have been registered in more than the half of the municipalities will be allocated free airtime and space for publication in the following mass media for conducting pre-election campaign:
Public TV and Radio Broadcasting Company, “Azerbayjan”, “Khalg gazeti”, “Respublika” and “Bakinski rabochi” newspapers.
When the above-mentioned bodies, as well as other TV and radio broadcasting organizations and periodical editorials adopt decision on the possibility of allocating paid airtime or space for publication for pre-election campaign, then they shall send relevant notifications on this to the Central Election Commission of the Republic of Azerbaijan and shall publish the information on the bases of payment for allocating airtime and providing space for publication, the terms and amount of the payment at latest 35 days after the official publication of the decision on the appointment of elections. After determining the campaign subjects, this information shall be sent to them in the manner defined by law, too.
The political parties and blocs of political parties the candidates of which have been registered in more than 1/3 part of the municipalities shall have the right to be provided with free airtime and space for publication in periodicals in the channels of the TV and radio broadcasting organizations implied by Article 77.3 of Election Code of the Republic of Azerbaijan in the aim of conducting pre-election campaign.
The candidates to municipality membership shall also have the right to be allocated free airtime and space for publication in periodicals in the channels of the TV and radio broadcasting organizations implied by Article 77.4 of Election Code of the Republic of Azerbaijan in this aim.
When the above-mentioned bodies exist, then their list shall be published by relevant Constituency Election Commissions by the presentation of the relevant executive authority within 35 days after the official publication of the decision on the appointment of elections.
