Members of OSCE Observation Mission headed by ambassador Audrey Glover met with CEC Chairman Mazahir Panahov on 28 September 2010.
Chairman greeted the visitors and stated that the Central Election Commission gives great importance to the abidance by transparency principles during the preparation and conduct of elections, therewith takes all legal steps for the transparency in the activity of election commissions.
The head of the Observation Mission was interested in the works implemented by the Central Election Commission related with the Elections to the Milli Majlis. CEC Chairman provided detailed information for the visitors on the specification of voters’ lists, education program of electoral subjects, existing pre-election atmosphere, the works which are planned to be implemented in future.
Ambassador Audrey Glover informed that long-term observers of OSCE Observation Mission will arrive on Friday of this week and short-term observers will arrive on 3 November in Azerbaijan.
During the visit, opinions were exchanged on the cooperation between the Central Election Commission and OSCE Observation Mission.

INFORMATION SESSION ON THE SUBJECT OF “PREVENTING ILLEGAL INTERVENTION IN ELECTION PROCESS”
Education program of electoral subjects are being carried on. Upon the initiative of the Presidential Administration of the Republic of Azerbaijan, organization of the Central Election Commission and OSCE Baku office, the informational sessions on the subject of “Preventing illegal intervention in election process” are component part of this program. Informational sessions are organized for the heads of executive authorities in regions and chairpersons of the Constituency Election Commissions. The goal in conducting these sessions is to hold view exchange on preventing illegal intervention in election process with the heads of executive authorities and chairpersons of the Constituency Election Commissions. Today’s activity is considered for the heads of executive authorities in Baku and surrounding districts, chairpersons of the Constituency Election Commissions.
Let’s draw your attention to the fact that informational sessions will be conducted on 21 September in Shirvan, on September 22 in Mingachevir and on September 24 in Nakhchivan for the heads of executive authorities in different regions and chairpersons of Constituency Election Commissions.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 27 September 2010.Firstly, CEC session minute dated on 23 September 2010 was approved.
Later, related with Elections to the Milli Majlis to be conducted on 7 November 2010 decision was adopted on the registration of the authorized representative of “For human” bloc of political parties.
At the session, amendments were made in the composition of Lankaran-Masalli Con.EC # 75.

On September 22, Mr. Adam Sterling, advocate on temporary affairs of the United States of America to our country visited Mr. Mazahir Panahov, chairman of the Central Election Commission.
CEC Chairman who reminded on the friendship and strategic alliance of the USA with Azerbaijan expressed his gratitude of the meeting with the advocate on temporary affairs of this country.
Mr. Adam Sterling who emphasized on close cooperation between the CEC and the US embassy since a long period stated that Azerbaijan is on the eve of very important event and was interested in the condition related with the Elections to the Milli Majlis.
CEC Chairman provided detailed information to the visitor on the requirements of legislation related with the preparation and conduct of elections and the implemented works.
During the visit, view exchanges on the cooperation between the CEC and the US embassy related with the forthcoming elections were conducted.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 18 September, 2010.
Firstly, the Commission approved session minute dated on 16 September 2010.
Later, decision was adopted on the registration of the authorized representatives of the New Azerbaijani Party related with the Elections to the Milli Majlis to be conducted on 7 November 2010.
Central Election Commission discussed the comment drafts on the rules for completing the protocols of Constituency and Precinct Election Commissions on the voting results in Elections to the Milli Majlis and made decision on the approval of these normative acts.
At the session, the issue on the preparation rule and number of final protocols of election commissions on the voting results in Elections to the Milli Majlis was considered and it was decided to publish in press manner the final protocols at the Press of the Milli Majlis according to the format and text of the samples defined by the CEC, by one-by-one, sequent numbering and in accordance with the number of the constituencies and precincts where elections are to be conducted.

Mr. Carolin Brown, extraordinary and authorized ambassador of Great Britain to our country met with Mr. Mazahir Panahov, chairman of the Central Election Commission on 17 September, 2010.
At the meeting, view exchange on the cooperation between the Central Election Commission and embassy of Great Britain was conducted related with the forthcoming elections. CEC Chairman provided detailed information on the process of preparations to elections and spoke about the works to be implemented.
The ambassador who informed on the fact that the countries newly gained independence have to form the system established by other countries for centuries in short period of time, emphasized on his observation of positive practice related with this. He expressed gratitude of the development in Azerbaijan and noted that Great Britain supports our country. The ambassador expressed satisfaction of the steps put forward by the Central Election Commission. At the meeting, the future perspectives of the cooperation between the Central Election Commission and embassy of Great Britain were discussed.

Firstly, the Commission approved the session minute dated on 16 September.
Later, CEC adopted decisions on the registration of the authorized representatives of Azerbaijan National Independence Party, Classic Popular Front Party, “For human” and “Karabakh” blocs of political party.

“Guide for candidates to deputy” has been issued
Central Election Commission of the Republic of Azerbaijan maintains the education program of electoral subjects related with Elections to the Milli Majlis. In the frame of this program, the Commission has prepared and published “Guide for candidates to deputy”. The goal in the preparation of the booklet is to assist the citizens having passive election right and aged higher then 25. The guide book includes the rules for the nomination of the candidate to deputy, collection of voters’ signatures, submission of election documents for the registration of the candidate to deputy, registration of the candidate, at the same time, the booklet embodies the explanation of the rights and duties of candidates. The booklet contains detailed information on the affairs to be implemented by candidates, as well as the affairs prohibited for them by law. The guideline has prepared basing on Election Code and the normative acts approved by the CEC.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 11 September, 2010.
Firstly, session minutes of the Commission dated on 6 and 8 September, 2010 were approved.
Later, the issue on the registration of “Karabakh” and “For human” political party blocs in Elections to the Milli Majlis of the Republic of Azerbaijan to be conducted on 7 November 2010 was considered and decision was adopted on the registration of both blocs. Central Election Commission also registered the authorized representatives of these political party blocs.
The Commission adopted decision on the establishment of the Working Group to check the accuracy of the information included in signature sheets, documents submitted by candidates, political parties, political party blocs and relevant information and on the determination of the composition of this Group.
At the session of the Commission, current issues were also considered.
At the session, representative of the country office of the Council of Europe, and mass media also took part.

Central Election Commission conducted its session headed by Mr. Mazahir Panahov on 6 September 2010.
Firstly, Chairman made Commission members familiar with the Order of Mr. Ilham Aliyev, President of the Republic of Azerbaijan “on the appointment of Elections to the Milli Majlis of the Republic of Azerbaijan”. Later, the draft of “Calendar Plan for the basic activities and measures on the preparation and conduct of the fourth call Elections to the Milli Majlis of the Republic of Azerbaijan” was put in the discussion of the members of the Central Election Commission and decision was adopted on the approval of Calendar Plan.
At the session, decision was made on the establishment of Expert Group under the Central Election Commission in the aim of investigating the complaints of the actions (inactions) and decisions which violate citizens’ suffrage related with Elections to the Milli Majlis, the establishment of such Expert Groups under the Constituency Election Commissions was tasked upon the Con.Ecs themselves.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, National Democracy Institute (the USA) and mass media also took part.
