Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on October 27, 2009.
Firstly, session minute of the Commission, dated on 20 October 2009 was approved. Later, Mr. Natig Mammadov, CEC Secretary reported on the voting protocols of election commissions. The Commission decided that in regard with Municipal Elections appointed to 23 December 2009, protocols on the voting results of the relevant election commissions shall be prepared at the press of the Milli Majlis Apparatus of the Republic of Azerbaijan in press manner from 30 unnumbered and carbonized papers for Precinct Election Commissions, as well as for each of these bodies according to the number of the Constituency Election Commissions and precincts where the voting has been arranged in accordance with the number of the municipalities where elections are to be conducted, these protocols shall be prepared in conformity with the format and text of the samples defined by the CEC by indicating their series and successively numbering them on constituencies, consisting of 3 copies, each copy being in the form of booklet from the carbonized papers in different colors.
CEC adopted decision on the approval of the authorized representatives of Democratic Reforms, Social Welfare, Whole Azerbaijan Popular Front, National Democrat, Motherland and Great Creation parties in Municipal Elections appointed to 23 December 2009.
At the session, amendments were made in the compositions of Sabunchu third Con.EC # 28 and Sumgayit second Con.EC # 42.
At the CEC session, current issues were also considered.
CEC Chairman informed on the citizens who used their passive election rights in Municipal Elections till 27 October and stated that the candidacies of 20.704 persons were approved, 18.822 persons of them have begun the campaign of signature collection by getting signature sheets. 4666 out of the persons nominated on their own initiatives are independents, the remaining embody 25 political parties. And 16 political parties have officially joined election competition and nominated candidates to municipality membership.
At the session, representatives of OSCE Baku office, European Commission, International Foundation for Election Systems (the USA) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 20 October, 2009.
Firstly, session minutes of the Commission, dated on 7, 13 October, 2009 were approved. Later, Mr. Natig Mammadov, CEC Secretary reported on the registration of the authorized representatives of New Azerbaijan Party, Civil Solidarity Party and Hope Party in Municipal Elections appointed to December 23, 2009. The Commission adopted decision on the approval of the authorized representatives of these parties.
CEC made amendments in the compositions of Narimanov-Nizami Con.EC # 18, Sabail Con.EC # 29, Jalilabad-Masalli-Bilasuvar Con.EC # 69 and Gazakh Con.EC # 107.
At the CEC session, current issues were also considered.
CEC Chairman informed on the citizens who enjoyed their passive election rights in Municipal Elections till 20 October and stated that the candidacies of 5469 persons on 107 constituencies, 1000 persons of whom are women. 4522 persons whose candidacies have been approved have begun the campaign of signature collection by getting signature sheets from Con.ECs.
At the session, representatives of OSCE Baku office, International Foundation for Election Systems (the USA) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 13 October 2009.
Firstly, session minute dated on 30 September 2009, adopted by the Commission was approved.
Later, Mr. Natig Mammadov, CEC Secretary reported on the establishment of Expert Group under the Commission in the aim of investigating the complaints of the actions (inactions) and decisions violating citizens’ suffrage. CEC adopted decision on the establishment of Expert Group under CEC consisting of 9 persons which is to be function during the following Municipal Elections in the aim of investigating the complaints of the actions (inactions) and decisions violating citizens’ suffrage. CEC also decided that the establishment of expert groups under the Con.ECs which meet the relevant requirements during short period shall be tasked with these election commissions.
CEC made amendments within the compositions of some Con.ECs.
At the session, CEC also considered current issues.
At the CEC session, representatives of International Foundation for Election Systems (the USA), National Democracy Institute (the USA) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on October 7, 2009.
Firstly, the Commission considered the issue on the appointment of the following elections in the Republic of Azerbaijan. CEC Chairman who gave information on this issue stated that in our country municipalities have been functioning for more than 10 years and though these local self-management bodies are young institutions, they could achieve prosperous practice during short period of their functioning and effective co-efficient of their work is increasing year by year. This year term of authority of the municipalities finishes and there caused ground to appoint following elections to these bodies. Pursuant to Election Code, elections shall be appointed at least 75 days prior to the voting day. 15 682 members shall be elected to 1718 municipalities on the republic. Regretfully, the population of our regions under occupation would not be able to participate in these elections. Chairman stated that the Commission approved and published normative acts concerning increasing legal base related with the conduct of Municipal Elections and delivered them to lower election commissions. These documents were publicized via mass media and web site of CEC.
Later, CEC Chairman informed CEC Commissioners on the decision draft of appointing Municipal Elections. CEC decided to appoint following Municipal Elections in the Republic of Azerbaijan to December 23, 2009, Wednesday and the list of the municipalities where elections will be conducted shall be published.
Mr. Natig Mammadov, CEC Secretary reported on the approval of “Calendar Plan for the basic activities and measures on the preparation and conduct of Municipal Elections in the Republic of Azerbaijan”. The Commission adopted decision on the approval of Calendar Plan.
At the session of the Commission, current issues were also considered.
