On 29 November Mr. Mazahir Panahov, Chairman of the Central Election Commission conducted press conference related with repeat, additional and new elections to some municipalities in the Republic of Azerbaijan. Chairman provided thorough information on the elections to be conducted on 30 November. He stated that elections are to be conducted for 464 vacant seats on 86 constituencies and 330 municipalities. 9 out of these municipalities will be reformed. Since the start of preparation process of elections, 1627 citizen of Azerbaijan having election right have applied to Constituency Election Commissions for vacant 464 and taken signature sheets. 1588 of them have returned signature sheets, so candidacies of 1567 persons have been registered. Eleven persons have refused from their candidacies and 10 persons have not been registered due to strict deficiencies in the documents. It was emphasized that 16 of the registered candidates have refused from their mandates with their applications and two persons have died. Thus, at the present, names of 1549 candidates have been included in ballot papers. 305 (19, 69%) are women. In general, among candidates 673 persons (43,45 %) are high-educated, 605 (39,06 %) with secondary education, 265 (17,11 %) are with secondary occupational and 6 (0,38 %) are incomplete high-educated. Generally, 1 mln. 155 thousands 864 voters are eligible to participate in the voting. These voters will vote in 1169 precincts. For reinforcing turnout of the population in the voting, CEC has implemented all necessary activities, published notifications and conducted educational works among people.
Precincts will be opened for voting at 8.00 and closed at 19.00. After closing precincts, ballot boxes will be opened with the participation of observers and mass media representatives.
Mr. M.Panahov informed that CEC has accredited 40 observers and they shall be entitled to conduct observation on the whole country, i.e. in all of 1169 precincts of 86 constituencies. General number of the observers accredited by Constituency Election Commissions reached 9883 persons. In elections, member candidates of 9 political parties have been registered. They are New Azerbaijan Party, Motherland, Civil Solidarity, Hope, Azerbaijan Social Welfare, United Azerbaijan Popular Front, Great Creation, Civil Unity and Azerbaijan Democratic Reforms parties. 709 candidates who have joined elections are independents.
CEC Chairman highlighted that interest of elections is very large for the publicity. Presence of the persons representing different political parties among candidates also shows high turnout which will be at elections.

Since 21 November, the Central Election Commission of the Republic of Azerbaijan has started issuing ballot papers and Con.EC voting results protocols related with repeat, new and by-elections to some municipalities to Con.ECs.
Let’s note that at the session conducted on 14 October Commission adopted decision on the number and preparation rules of voting protocols and at the session on 25 October on the number and preparation rule of the ballot papers. According to the number of constituencies and precincts where elections are to be conducted, protocols and as to the information of 25 October, in total 1 191 541 ballot papers, i.e. more than 3 % of the general number of the voters registered on the municipalities where elections are to be held, were published at the Press of the Milli Majlis of the Republic of Azerbaijan. Let’s remind that 464 municipality members on 330 municipalities are considered to be elected on 30 November.

Central Election Commission conducted its session headed by Mr. Mazahir Panahov on 17 November 2011.
Firstly, session minute of the Commission dated 25 October 2011 was approved.
Later, Mrs. Arife Mukhtarova, CEC Secretary reported on Regulation of the Central Election Commission of the Republic of Azerbaijan. It was decided that Regulation of the Commission shall be approved in new edition and the Regulation approved in June 2003 shall be considered out of force. At the session, Comment on the application of “Election Day Guide” in the activity of Precinct Election Commission was approved.
CEC made amendments in the compositions of Neftchala Con.EC # 61 and Jalilabad city Con.EC # 67. At the CEC session, current issues were also considered.
At the session, representatives of mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) has prepared “Election Day Guide” for the members of Precinct Election Commissions and delivered to lower election commissions. Introduction of the guidebook contains address of Mr. Mazahir Panahov, CEC Chairman to the members of the Precinct Election Commissions. In the address, CEC Chairman reminded on the duties of the PEC members and wished success in fair, transparent, just conduct of elections.
“Election Day Guide” embodies detailed information on the roles and duties of the PEC members and election actions to be conducted on the voting day. Guidebook has been prepared according to Election Code and normative acts approved by CEC.
Let’s remind that “Election day Guide” is competent part of the educational program of the Central Election Commission.

“Guide for Observers” prepared by the Central Election Commission related with repeat, new and by-elections to some municipalities has been issued. The guidebook contained the principles of observation, at the same time, rights and duties were explained. The booklet embodied detailed information on the issues to be abided by, as well as, banned for them by law. The guidebook has been prepared in comply with Election Code and normative acts approved by CEC. Let’s remind that the booklet has been published in accordance with educational program of CEC.

CEC carries on education program of election subjects related with repeat, new and by-elections to some municipalities. The Commission has prepared and published “Guide on the participation of police officials in Municipal elections”. Text of the guidebook has been prepared jointly with the Ministry for Interior Affairs. The booklet has been considered for the usage by police officials in repeat, new and by-elections to some municipalities appointed to 30 November 2011. The publication contained the activities to be implemented by police officials during campaign period, in the process of transmitting and protecting official election documents and while realizing their service duties on the voting day. The guidebook has been prepared according to the Constitution of the Republic of Azerbaijan, Law “On police”, Election Code and normative acts approved by CEC.

Central Election Commission of the Republic of Azerbaijan carries on educational program of electoral subjects related with repeat, new and by-elections to some municipalities. The Commission has prepared and published “Guide for Candidates” in the framework of this program.
The goal of preparing the edition is to assist the realization of citizens’ passive election rights of the citizens contended for the municipality membership. The guidebook embodies the rules for the nomination of candidates to municipality membership, collection of voters’ signatures, submission of election documents for the registration of candidacy, at the same time, rights and duties of candidates are clarified. The booklet also contains detailed information on the issues to be abided by, as well as, banned by law for candidates. The guidebook has been prepared in comply with Election Code and normative acts approved by CEC.

Central Election Commission starts trainings for trainers in the framework of preparations to repeat, new and by-elections to some municipalities to be conducted on 30 November. Trainings to be arranged for 168 trainers functioning at the Con.ECs where elections have been appointed will be conducted on 11-12 November.
Trainers of CEC Training group will hold courses on different procedures executed on Election Day.
Let’s remind that the above-mentioned trainings are one of the projects of the educational program prepared by CEC related with repeat, new and by-elections to some municipalities.
Trainings will be conducted at 10.00 at the administrative apartment of the Central Election Commission. Mass media representatives who intend to enlighten the activity and accredited by CEC are requested to be registered until 09.30.

On 3 November Mr. Vladimir Dorokhin, Extraordinary and Plenipotentiary Ambassador of Russian Federation in our country met with Mr. Mazahir Panahov, CEC Chairman. CEC Chairman who frankly greeted the visitor, stated on dynamic and effective development of mutual relations between Azerbaijan and Russia and emphasized high level of relations between higher election bodies of two countries. Chairman stated that mutual practice exchange had been fully facilitated for “intend Plan of the Central Election Commission of the Republic of Azerbaijan and Russian Federation in the field of ensuring mutual effective cooperation in the aim of improving the activity of election structures” signed between the Central Election Commission of the Republic of Azerbaijan and CEC of the Russian Federation on 13 October 2000. He informed on the existence of professional practice exchange and mutual effective cooperation between both bodies and expressed his sureness of further development of the relations. CEC Chairman also informed on the preparations to repeat, new and by-elections to some municipalities. The ambassador who thanked for warm greeting, noted that great achievements had been attained in the field of elections along with other spheres in the Republic of Azerbaijan. He expressed his gratitude of sincere relations between the Central Election Commission of the country represented by him and CEC of the Republic of Azerbaijan. During the visit, discussions were held on the perspectives of the future cooperation and the issues of mutual interest.

The Central Election Commission conducted its session headed by Mr. Mazahir Panahov on 25 October.
Firstly, the session minute dated 14 October 2011 of the Commission was approved.
Later, Mrs. Arife Mukhtarova, CEC Secretary reported on the application of ballot papers in new and by-elections to some municipalities in the Republic of Azerbaijan and the approval of the requirements for the format, text and number of ballot papers in elections to be conducted on 30 November 2011. by approving the format of ballot papers CEC decided that according to the information dated 25 October 2011, providing that to not exceed 3 % of the general number of the voters registered on the municipalities where elections are to be elected 1.191.541 ballot papers shall be prepared at the Press of the Milli Majlis Apparatus of the Republic of Azerbaijan under the observation of 3 members in comply with representation of the Central Election Commission of the Republic of Azerbaijan.
At the session, amendments were made to the compositions of Sharur-Sadarak Con.EC # 1, Narimanov first Con.EC # 19 and Lachin Con.EC # 121. At the CEC session, current issues were also considered.
At the session, representatives of OSCE Baku office and mass media also took part.

The Central Election Commission implements educational program relating repeat, new and by-elections to some municipalities in the Republic of Azerbaijan appointed to 30 November 2011. One of the projects included in this program is to publish the posters aimed to inform voters and deliver them to lower election commissions. With respect to the above-mentioned elections, it has been recommended to hang the posters with different topics in the residences where elections are conducted, in densely populated and more noticeable areas. These posters are dedicated for voters to check their names in voters’ lists, voters’ search system on internet, call to elections, voting procedures and different points included in their competent parts, steps put forward by voters and the other alike topics. At the present, the process of delivering these educational means prepared and published by the Central Election Commission to lower election commissions is carried on.
