“Election Day Guide” prepared jointly by the Central Election Commission (CEC) with International Foundation for Election Systems (IFES) for the members of Precinct Election Commissions, was published.
In the introduction of the guide book, the address of Mr. Mazahir Panahov, CEC Chairman to the members of Precinct Election Commissions was placed. The address reminds the duties of the members of Precinct Election Commissions.
“Election Day Guide” includes the detailed information on the roles and obligations of the members of Precinct Election Commissions, election activities to be implemented on the voting day.
The guide book was prepared in the conformity with Election Code and normative acts approved by the CEC.

Central Election Commission (CEC) of the Republic of Azerbaijan conducted its session headed by Mr. Mazahir Panahov on 26 November 2009.
At the session, the appeals entered the CEC concerning Municipal Elections were considered. Decision was adopted on the implementation of 4 appeals and 4 of them were decided not to implement by regarding groundless. Decision was adopted on extending investigation period of the other appeals.
At the CEC session, current issues were also considered.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on November 24, 2009.
Firstly, the issue on the application of usage practice of web-cameras in the precincts during the voting process in Municipal Elections appointed to 23 December 2009. CEC decided that in the aim of further ensuring transparecny in the voting process during Municipal Elections, the practice of using web-cameras shall be used, so, web-cameras shall be installed in 500 precincts within the territory of the Republic of Azerbaijan.
Later, the appeals entered the CEC concerning Municipal Elections were considered. Two of the appeals were not implemented by being regarded groundless and decision was adopted to extend the investigation period of the others.
At the CEC session, current issues were also considered.

[24.11.2009]The delegation of “Ago” monitoring group visited the Central Election Commission
On November 24, the delegation of “Ago” monitoring group of Ministers Committee of the European Council who are on trip in our country met with the Chairman of the Central Election Commission (CEC).
Mr. Stelian Storan, head of “Ago” monitoring group thanked the CEC Chairman for his frank greeting and interested in the activities, steps taken by the Commission related to the preparations for the forthcoming Municipal Elections.
By emphasizing on ending the registration process of candidates which is an important issue in Municipal Elections, CEC Chairman stated that the candidates nominated by 18 political parties in these elections have been registered. In general, for their party affiliation the candidates represent 30 political parties. Since November 25, pre-election campaign of candidates to the municipality membership has been started, so, these subjects are fully facilitated for conducting campaign. CEC traditionally conducts wide-ranged education program, so, the courses organized for the members of the Constituency Election Commissions (Con.EC) and chairpersons of Precinct Election Commissions (PECs), information sessions for the heads of local executive authorities and chairpersons of the Con.ECs conducted by the Presidential Administration and jointly by the CEC with OSCE Baku office are from this rank. At the present, CEC training group conducts trainings for the Con.EC trainers who are to hold trainings for the members of PECs. Since the beginnings of December, trainings for the members of the PECs will be conducted. By informing on the projects to be implemented and realized related to voters’ education, Mr. M.Panahov stated that all necessary steps will be taken for fair, transparent and democratic elections and election rights of the citizens who participate in elections will be fully ensured.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 21 November 2009.
At the session, the appeals entered the CEC concerning Municipal Elections appointed to 23 December 2009 were considered. Decision was adopted on sending one of the appeals to the relevant Con.EC for re-consideration. It was decided to extend the investigation period of the other appeals.
By informing the latest condition of registering the candidates to municipality membership, the Commission Chairman stated that 31 774 candidates have been registered. 11 368 persons out of the registered candidates represent independents and the remaining represent 30 political parties. The candidates nominated by 18 political parties have been registered by Con.ECs.
At the CEC session, current issues were also considered.

Firstly, CEC made amendments in the composition of Garadagh Con.EC # 11 and Salyan Con.EC # 59.
Later, the Commission considered the appeals entered the CEC concerning Municipal Elections appointed to 23 December 2009. decision was adopted on sending one of hr appeals to the relevant Constituency Election Commission for re-consideration and other appeals were not implemented due to groundlessness.
The Commission Chairman informed on the latest condition of registering the candidates to the municipality membership and stated that according to the information for 20 November, 31 612 persons have been registered. More than 300 citizens have been registered by the CEC to observe within the country. Nearly 1600 observers have been registered by the Con.ECs.

Firstly, the Commission approved the session minute dated on 9 November 2009.
Later, CEC adopted decision on the approval of the authorized representatives of the Communist Party in Municipal Elections appointed to 23 December 2009.
At the session, amendments were made in the compositions of Garadagh Con.EC # 11, Surakhani second Con.EC # 31 and Khatai first Con.EC # 33.
At the session of the Commission, the election related appeals entered the CEC on Municipal Elections appointed to 23 December 2009 were considered and decision was adopted on not implementing the appeals due to their groundlessness.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 9 November 2009.
Firstly, session minute of the Commission, dated on 3 November 2009 was approved. Later, it was decided to approve the member having consultative right appointed to the CEC by the New Azerbaijan Party.
CEC also adopted decision on the approval of the authorized representatives of Democratic Azerbaijan World Party, Modern Musavat Party and Musavat Party in Municipal Elections appointed to 23 December 2009.
CEC considered the issue on the text, format, number and rule for preparation of the ballot papers. CEC decided that related to Municipal Elections appointed to 23 December 2009, the format and text of ballot papers, the upper left corner of which is cut and numbered one-by one and successively on relevant municipalities, having empty squares on the right off the information about the candidates, on the upper side having comment on its completion, on the upper right corner having place of stamp, on down left corner having cut line, containing the surname, name, patronymic, date of birth, residence, place of main work or service (if not any, then type of activity) of each candidate in alphabetical order, names of the subjects that nominated them, short name of the political party which the registered candidate nominated by political parties (blocs of political parties) belongs to, party affiliation of the registered candidate nominated on his/her own initiative or directly by voters related to Municipal Elections appointed to 23 December 2009 shall be approved. In total, 4 729 681 ballot papers shall be prepared at the press of the Apparatus of the Milli Majlis of the Republic of Azerbaijan under the observation of 3 members of CEC based on representation and the number of these ballot papers shall exceed 3% of the total number of voters registered on the republic.

At the session, amendments were made in the compositions of Binagadi first Con.EC # 8, Binagadi second Con.EC # 9, Sabunchu third Con.EC # 28, Sabail Con.EC # 29, Gakh Con.EC # 112 and Oghuz-Gabala Con.EC # 117.
