On June 22, Pre-election Assessment Mission of OSCE Democratic
Institutions and Human Rights Bureau headed by Mr. Nicolas Kaczorowski
met with Mr. Mazahir Panahov, Chairman of Central Election Commission.
By stating about the importance given by him to the relations of Central
Election Commission with international agencies, specially, OSCE, CEC
Chairman also drew the attention of everybody to close cooperation that
will be continued in the forthcoming elections, too.
The members of the Mission interested in the arrangement and working
principles of election commissions, the works implemented by the CEC
during the preparations to elections and directions of future activity.
CEC Chairman broadly informed on the activity of election bodies, the
works and the projects to be implemented by the Commission related with
the forthcoming elections. By emphasizing that the specification of the
voters’ lists which has been commenced since January will be ended at the
end of May, the Chairman stated that the process will be continued. The
Chairman noted that Central Election Commission conducted the
monitoring of the activity of lower election commissions and prepared
normative acts related with separate stages of election process. And since
July, the preparation of education projects for the members of Constituency
and Precinct Election Commissions, as well as other subjects will be
commenced. It was also stated that they will cooperate with international
organizations in the preparation and conduct of these activities.
At the meeting, discussions were conducted on the perspectives of the
future cooperation between Central Election Commission and OSCE
related with the forthcoming Parliamentary Elections.

Central Election Commission of the Republic of Azerbaijan (CEC)
codncuted its following session headed by Mr. Mazahir Panahov on 26
May.
At the session, the issue on the compile of permanent voters’ lists on the
Republic of Azerbaijan was discussed. Before the session, CEC members
became familiar with the specified variant of single voters’ lists on the
country at “Sechkilar” (“Elections”) Information Center under CEC. By
stating on the realization of specifying the lists via State Automated
Information System, Mr. Ramil Huseynov, director of the Center informed
on the technical procedures of the process. and Mr. Natig Mammadov,
CEC Secretary drew attention to the broad, continuous works implemented
by election commissions for the specification of permanent voters’ lists.
At the CEC session, Chairman Mr. Mazahir Panahovinformed that
permanent voters’ lists had been specified by Precinct Election
Commimssions on relevant precincts since January and were provided to
Constituency Election Commissions till 5 Fabruary. And Con.Ecs handed
over the specified voters’ lists on the constituencies to Central Election
Commissions till 5 April. In the specification of voters’ lists, the assistance
of local executive authorities and municipalities was used. Since 5 April,
voters’ lists on the Republic of Azerbaijan was specified by the CEC
through State Automated Information System. This broad process which
lasted since the begginnings of year, has already ended. Due to today’s
information, the names of 4 829 888 voters have been included in single
voters’ lists on the country.
Later, CEC members became familiar with the decision draft on re-compile,
approval and publisization of permanent voters’ lists. Commission decided
that the work of the compile and specification of permanent voters’ lists in
the current year shall be regarded ended and the lists shall be sent to
erlevant Con.Ecs by PECs for the approval. CEC adopted decision on
locating permanent voters’ lists on the republic on web-page of the CEC
after being compiled via State Automated Information System.
