Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 28, 2008.
Firstly, CEC Chairman reported on the declaration of Presidential Elections of the Republic of Azerbaijan. He stated that though elections should have to be declared at least 75 days prior to the voting day according to Election Code, the unanimous opinion of CEC commissioners was to declare the elections today. CEC has performed many activities related to Presidential Elections up to present. Voters’ lists have been compiled and specified, secretaries have been established at Constituency Election Commissions (Con.ECs) and their activity has been commenced, working conditions of lower election commissions have been improved, for most of them new buildings have been constructed, education programs have been conducted for voters, members of lower election commissions and representatives of mass media on a wide scale, joint projects have been realized with international agencies, new edition of Election Code was prepared to publication and printed through considering Law “on amendments and appendixes made to Election Code of the Republic of Azerbaijan”, basis of normative-legal acts necessary for the preparation and conduct of elections was developed, normative acts were adopted and publicized, collection of these documents was prepared and printed, information on the activity, composition of election commissions, voters’ lists and election documents have been located on CEC web page. He noted about the existence of advanced legal basis, public and political stability, democratic conditions and political will in the country. According to Article 178.1 of Election Code of the Republic of Azerbaijan, Wednesday of the third week in October of the past year when President’s term of authority defined by the Constitution ends, shall be considered as Election Day. CEC Chairman familiarized CEC commissioners with decision draft on the declaration of Presidential Elections of the Republic of Azerbaijan. CEC decided to declare 15 October, 2008 the day of Presidential Elections of the Republic of Azerbaijan.
And Mr. Natig Mammadov, CEC Secretary reported on the approval of Calendar Plan for basic activities and measures on the preparation and conduct of Presidential Elections of the Republic of Azerbaijan. CEC adopted decision on the approval of Calendar Plan.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, the USA embassy, IFES and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on July 4, 2008.
CEC Chairman estimated the adoption of Law of the Republic of Azerbaijan “on making amendments and appendices to Election Code by Milli Majlis of the Republic of Azerbaijan” as a progressive step and emphasized its exceptional importance from the view of improving election practice. He stated its important role of this document in democratic and fair conduct of the forthcoming Presidential Elections and expressed his thanks to Mr. Ilham Aliyev, President of the Republic of Azerbaijan who submitted the above-talked law draft to the Milli Majlis and to the Milli Majlis of the Republic of Azerbaijan which received the Law.
Later, CEC session minute dated on June 10, 2008 was approved.
Mr. Natig Mammadov, CEC Secretary reported on the adoption of some normative acts. By decision of the Commission, some normative acts were adopted and the normative acts adopted for the preparation and conduct of relevant elections and which regulate alike relations were considered out of force.
Mrs. Svetlana Gasimova, CEC Deputy Chairman reported on making amendments in the dislocations of some Con.ECs. it was decided to make amendments in the dislocations of Yardimli-Masalli Con.EC # 72, Lerik-Lankaran Con.EC # 78, Fizuli Con.EC # 84 and Samukh-Shamkir Con.EC # 102.
CEC also adopted decisions on making amendments in the composition of Shahbuz-Babek Con.EC # 5, Narimanov second Con.EC # 20, Surakhani second Con.EC # 31, Nizami second (Ganja) Con.EC # 38, Yevlakh-Mingachevir Con.EC # 49 and Salyan Con.EC # 59.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, International Foundation for Election Systems (USA) and mass media also took part.
