Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on February 24, 2009.
Firstly, CEC approved members with consultative rights, authorized representatives and agents of “Movement for Garabagh an Republic” an “Republicans” referendum campaign groups.
Later, the appeal entered CEC related to popular vote (referendum) appointed to 18 March 2009 was considered. Mr. Ramiz Ibrahimov, CEC Commissioner drew every one’s attention to the appeal by Gulagha Aslnli, authorized representative of “Republicans” referendum campaign group on violating campaign rules in release dated on 20 February 2009 by “Khalg gazeti” and in this regard, his request on preventing this law violation by taking relevant activities pursuant to Election Code. The appeal was investigated by Expert Group under CEC and opinion was provided on this. It was determined at the results of the investigation that the title of the material submitted to the editorial office of the newspaper for publication in the space allocated in “Khalg gazeti” at the results of the lottery for conducting pre-referendum campaign via periodicals on free bases by the above-mentioned campaign group.
The fact indicated in the appeal by the authorized representative of the above-talked campaign group has found its proof. CEC decided to prevent the error allowed by the editorial office of the newspaper in the case defined by law.
CEC made amendments in the composition of Nasimi first Con.EC # 21.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, the USA embassy, International Republicans Institute, National Democracy Institute, International Foundation for Election Systems (the USA) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on 16 February 2009.
Firstly, session minutes dated on 5 and 6 February 2009 were approved by the Commission.
Later, Mr. Natig Mammadov, CEC Secretary reported on the formation of lottery commission in order to realize airtime division allocated on free bases related to popular vote (referendum) appointed to 18 March 2009. The Commission adopted decision on the formation of lottery commission. At the same time, it was decided that the lottery shall be held on 18 February 2009 at 12.00.
CEC approved the members with consultative rights, authorized representatives and agents of the referendum campaign groups “Law and Democracy”, “City”, “Progress”, “Civil Society” and “For Sustainable Development”.
CEC made amendments in the compositions of Sharur –Sadarak Con.EC # 1, Sharur Con.EC # 2, Aghjabedi-Aghdam Con.EC # 83, Shaki city Con.EC # 113 and Shaki second village Con.EC # 115.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, International Republican Institute, National Democracy Institute, International Foundation for Election Systems (the USA) and mass media also took part.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on February 11, 2009.
Firstly, Mr. Natig Mammadov, CEC Secretary reported on the registration of “Movement for Garabagh and Republic” referendum initiative group as a campaign group. It was noted that the signature sheets and other necessary documents were checked by the Working Group that functions under CEC and the bases were determined for the registration of this initiative group as the so- called campaign group. The Commission adopted decision on the registration of the above-mentioned campaign group. CEC adopted decision on the registration of “Republicans” initiative group as a campaign group.
The issue on the registration of “Azerbaijan Popular Republic – APR” and “National Independence” initiative groups as campaign groups was considered and these initiative groups were refused from being registered. The basis for refusal was the fact that the number of the valid signatures in submitted signature sheets was less than the one defined by law.
At the session, current issues were also considered.
At the CEC session, representatives of OSCE Baku office, the USA embassy, International Republicans Institute, International Foundation for Election Systems (the USA) and mass media also took part.

On February 9, Central Election commission conducted a meeting under the chairmanship of Mazahir Panahov.
At the beginning, the meeting protocols dated on January 22, 24, 27 and 29 were approved.
Then, the CEC’s secretary Natig Mammadov informed about the issue on registration of the referendum campaign group “Davamli inkishaf namine”. It was noted that the working group established within the CEC checked the submitted signature sheets and other necessary documents and defined grounds for registration the same group. The Commission made a decision to register the mentioned campaign group. Furthermore, a decision on registration the referendum initiative group “Zeka” as a campaign group was made.
Other current issues were considered at the meeting.
The representatives of OSCE office in Baku, the US, UK and France Embassy, NDI, IRI, IFES and media representatives participated at the meeting.

On February 6, Central Election Commission conducted a meeting under the chairmanship of Mazahir Panahov.
At the beginning, the secretary of the commission Natig Mammadov informed about the issue on compiling of permanent list of voters on the Republic of Azerbaijan. A decision on providing relevant constituency election commissions with updated voters’ lists considered finalized was made. At the same time, the CEC made a decision to publicize the voters’ list compiled by state automatic information system on internet site of Central Election Commission.
Then, Central Election Commission approved the text, form, number and rules for preparation of ballot paper and made a decision to prepare totally 4, 949, 018 printed ballot papers which according to information for March 6 of current year are more than the total number of registered voters by 3% under the observation of 3 members of Central Election (Referendum) Commission in printing house of the apparatus of Milli Majlis of the Republic of Azerbaijan.
The CEC made a decision to change the composition of Lachin Con.EC # 121.
Other current issues were considered at the meeting.

On February 5, Central Election Commission conducted a meeting under the chairmanship of Mazahir Panahov.
At the beginning, the CEC member Natig Mammadov informed about registration of referendum campaign group “Vetendesh jemiyyeti”. It was noted that the working group established within the CEC checked the submitted signature sheets and other necessary documents and defined grounds for registration the same group. The Commission made a decision to register the mentioned campaign group. The referendum initiative group “Azad soz” was refused of beign registered as a referendum campaign group. Thus, the number of referendum initiative groups registered as the referendum campaign groups reached 5. Totally, fourteen referendum initiative groups applied to Central Election Commission for signature sheets. Thirteen of these groups submitted signature sheets to Central Election Commission in periods defined by legislation. One of the initiative groups “Demokratik Azerbaijan Dunyasi” announced about its support of a referendum campaign group “Yeni Azerbaijan” and returned the signature sheets to the Commission. 125 initiative groups applied for signature sheets to Constituency Election Commissions and 124 of these groups were registered, one was refused of registration.
Then, the appeals submitted to CEC were considered and it it was decided not to satisfy them due to lack of grounds.
Other current issues were considered at the meeting.

On February 3, 2009, Central Election Commission conducted a meeting under the chairmanship of Mazahir Panahov.
At the beginning, the CEC member Natig Mammadov informed about registration of referendum campaign group “Hugug ve demokratiya”. It was noted that the working group established within the CEC checked the submitted signature sheets and other necessary documents and defined grounds for registration the same group. The Commission made a decision to register the mentioned campaign group. Thus, the number of initiative groups registered as campaign groups reached four. Totally, fourteen referendum initiative groups applied to Central Election Commission for signature sheets. Thirteen of these groups submitted signature sheets to Central Election Commission in periods defined by legislation. One of the initiative groups “Demokratik Azerbaijan Dunyasi” announced about its support of a referendum campaign group “Yeni Azerbaijan” and returned the signature sheets to the Commission. 125 initiative groups applied for signature sheets to Constituency Election Commissions and until February 1 submitted signature sheets and other documents necessary for registration referendum campaign group to commissions. Until now, 120 initiative groups have been registered as referendum campaign groups by Con.ECs.
Central Election Commission made changes to the composition of Narimanov-Nizami Con.EC #18, Agjabedi-Agdam Con.EC # 83, Barda city Con.EC # 93 and Lachin Con.EC #124.
Other current issues were considered at the meeting.
