On December 19, a regular meeting of the Central Election Commission was conducted under the chairmanship of Mazahir Panahov.
First, there was considered an issue on changes in membership of some constituency election commissions, Sharur ConEC 2, Hajiqabul-Kurdamir ConEC 58, Jalilabad-Masally-Bilasuvar ConEC 69 and Khankendi ConEC122.
The issue on consideration of the appeals accepted by the Central Election Commission in light of municipal elections appointed to December 23, 2009 was discussed at the meeting. It was decided to reject three appeals due to the vagueness, 2 appeals were returned to the applicants due to the discrepancies with the requirements of electoral legislation. One of the appeals was satisfied, one was not satisfied due to the lack of legal grounds. One appeal was sent to the Ministry of Internal Affairs of the Republic of Azerbaijan due to its competence. 
Current issues were also considered at the meeting.
The representatives of International Foundation for Electoral Systems as well as media participated at the meeting.

“Guide for Observers” prepared by the Central Election Commission for observers has been issued. The Guide embodies the principles of conducting observation, at the same time, explains the rights and duties of observers. The booklet contains detailed information on the issues to be obeyed by observers, at the same time the issues prohibited for them by law. The Guide was prepared in line with Election Code and normative acts approved by the CEC.
Let’s remind that “Guide for Observers” booklet is an integral part of education program of the Central Election Commission.

Central Election Commission of the Republic of Azerbaijan (CEC) conducted its session headed by Mr. Mazahir Panahov on December 8, 2009.
Firstly, the issue on the determination of electoral returns on the municipalities the territories of which have been distributed among several constituencies in Municipal Elections appointed to 23 December 2009, was considered. CEC decided that the compile of the protocols of Constituency Election Commissions on the voting results on the municipalities the territories of which have been distributed among several constituencies in Municipal Elections appointed to 23 December 2009 shall be determined according to “Table on the compile of the voting protocols on the   municipalities the territories of which have been distributed among  constituencies”.
Later, the appeal of “Association of Assistance to Development of Civil Society in Azerbaijan” and “ELS Independent Investigation Center” to be registered for conducting “exit poll”, were considered. The Commission adopted decision on the registration of these agencies.
CEC adopted decision on making amendments in the compositions of Yasamal third Con.EC  # 17, Narimanov second Con.EC  # 20, Absheron Con.EC  # 45 and Imishli Con.EC  # 79.
At the CEC session, current issues were also considered.
At the session, representatives of OSCE Baku office, International Foundation for Election Systems (the USA) and mass media also took part.

OBSERVERS OF THE COUNCIL OF EUROPE VISITED THE CENTRAL ELECTION COMMISSION

The delegation consisting of the observers of Local and Regional Authorities Congress of the Council of Europe who are on trip to our country met with Mr. Mazahir Panahov, CEC Chairman on 7 December.
Ms. Gaye Doganoglu, head of the delegation thanked for frank greeting and interested in the activities and steps to be taken by the Commission related to Municipal Elections appointed to 23 December 2009. CEC Chairman emphasized the cooperation with Local and Regional Authorities Congress of the Council of Europe since 1999 and expressed his gratitude for the meeting. By driving the attention to the reality that the process of registering candidates which is one of the important stages in Municipal Elections, has already been ended and nearly 32 thousand candidates were registered, he informed that the candidates nominated by 18 political parties had been registered. In general, candidates represent 30 political parties for their party affiliation. 6180 of them, i.e. 19,5 % were women. Since November 25, pre-election campaign has been commenced and this activity was fully facilitated. Up today, nearly 20 thousand observers have been accredited. The process is still undergoing. CEC traditionally implements wide-ranged education program. The courses for the members of Constituency Election Commissions (Con.EC) and chairmen of  Precinct Election Commissions, informational sessions organized by the Presidential Administration and jointly by the CEC with OSCE Baku Office for the heads of local executive authorities and chairpersons of the Con.ECs, trainings for the Con.EC trainers are from this kind. At the present, trainings for the members of Con.ECs and PECs are continued. Furthermore, CEC jointly with the USA International Foundation for Election Systems prepared “Election Day Guide” booklet and distributed it to the commission members. Such a guide is prepared for observers, too and is going to be issued on these days. By informing on the projects implemented and considered related to the voters education, Mr. M.Panahov stated that all steps necessary for conducting democratic, fair and transparent elections will be further taken and election rights of the citizens will be full ensured.
The delegation expressed their confidence in the conduct of democratic elections.
At the meeting, view exchange was held between the Council of Europe and Central Election Commission.

Since December 1, trainings for the members of lower election commissions have been commenced. The goal in conducting trainings involving nearly 30 thousand members of lower election commissions is further improving the professional level of the commission members. Trainings are conducted by the trainers (2 trainers on each Constituency Election Commission) trained by the Central Election Commission. The members of lower election commissions participate in trainings like small groups.
These trainers made presentations on election actions to be implemented on the voting day and hold practical trainings for the members of lower election commissions. For more efficient conduct of presentations and trainings, the trainers are provided with visual aids, modern multimedia means and so on technical equipment by the Central Election Commission.
Trainings conducted according to the schedule submitted by the CEC will be continued till December 10.
Let’s remind that this activity is an integral part of the education program prepared by Central Election Commission related to Municipal Elections.
