By-elections was conducted to Milli Majlis of the Republic of Azerbaijan in Narimanov first Con.EC # 24, Ali-Bayramli-Salyan Con.EC # 29 and Kapaz Con.EC # 31 on April 15, 2002. The 64,73 percent from the 120.224 persons were included to the list of voters participated.
Nation-wide opinion poll (referendum) conducted on August 24, 2002 in the Republic was devoted to the question of making changes in the Constitution of the Republic of Azerbaijan. After finishing nation-wide opinion poll, the Central Election Commission of the Republic of Azerbaijan defined according to protocols of the referendum constituencies on accounting votes that 3.731.051 persons or 83,86 percent of voters from the 4.449.260 citizens of the Republic of Azerbaijan who have suffrage and were included in the list of voters in the 99 referendum constituency from 100 (excluding Khankendi referendum constituency # 42) on the Republic voted by participating in the referendum.
The elections were conducted for creating new municipality and filling of vacancies of Municipality Members in some territories of the Republic of Azerbaijan on November 2, 2002. The results of voting were considered invalid in polling stations Baku # 11, # 113 and 114 of Khatai constituency as well as in polling station # 3 of Massalli # 54 constituency.
The new municipality was created in the settlement Khojasan of Binagadi district of Baku and elections were conducted in 546 municipalities of 58 territories for filling of vacancies of Municipality Members in Municipal Elections of the Republic on November 2, 2002.
369.106 persons from the 880.964 voters were included in the list of voters i.e. 44,96 percent of them on the 963 precinct election participated in the Election, so, elections were completed in accordance with the Law “ on the rules of the Municipal Elections of the Republic of Azerbaijan”.
The nomination of the 1604 candidates was put on vote to be elected in the municipalities to 743 place and the persons having more votes than the others in the election were elected to the municipality membership.
