On January 7, 2001, By-elections to the Milli Majlis was held in Yasamal second Con.EC # 7, Khatai first Con.EC # 9, Khatai second Con.EC # 10, Sumgayit first Con.EC # 38, Aghsu-Kurdamir Con.EC # 51, Astara Con.EC # 53, Barda city Con.EC # 56, Gusar Con.EC # 65, Imishli Con.EC # 68, Hajigabul-Salyan Con.EC # 94 and Shamkir Con.EC # 99.
Constituency and Precinct Election Commissions (Con.ECs and PECs) were organized in new composition on 1/3 principle for these elections.
In by-elections to the Milli Majlis, 147 citizens on single-mandate constituencies received signature sheets from Con.ECs to be nominated as a candidate to deputy, 111 persons of them provided commissions with notification documents (as well as, completed signature sheets). Nomination of 90 of these persons was registered and 14 persons withdrew their candidacies.
In by-elections, 34 persons of 76 candidates whose names had been included in ballot papers were independent and 37 of them were representatives of 9 political parties.
71,33 % of 480.185 citizens whose names had been included in voters lists in 544 precincts of 11 constituencies in the voting of by-elections to the Milli Majlis of the Republic of Azerbaijan.
Generally, in the second call to the Milli Majlis of the Republic of Azerbaijan, 68.93 voters in voters lists participated in 4.964 precincts in elections hold on November 5, 2000 and on January 7, 2001 on 99 single-mandate constituencies. 2.926.904 ballot papers were considered valid, 2.888.813 persons voted were in favor of candidates and 38.091 persons voted against candidates whose names were in ballot papers. 27 % of deputies elected to the Milli Majlis of the Republic of Azerbaijan on single-mandate constituencies constituted independents and 73 % - party members.
On April 27, 2001, elections were held on 43 constituencies where the conduct of new elections to some municipalities of the Republic of Azerbaijan had been considered. 205.806 or 46,32 % out of 444.289 citizens included in voters lists participated in elections.
On November 16, 2001, by-elections to the Milli Majlis of the Republic of Azerbaijan were held on Agjabadi Con.EC # 528 and Tovuz city Con.EC # 871. 60.69 % out of 87.327 citizens included in voters lists participated in elections.
