Elections to municipalities on 12 December 1999
Elections to municipalities conducted on 12 December 1999 were great and important event in the political life of the country and attracted public attention for a few months. 74 territorial election commissions and 4. 683 precient election commissions were established in the preparation period of elections in a democratic way- by lottery and, generally, 90,5 thousand citizens were involved in commissions organizaing elections. Most of political parties registered by State pursuant to the rule determined by legislation took an active part m the elections to municipalities Territorial election commissions were made up of 18 percent representatives of political parties, over 30 percent of public unions (organizations). Over 5.000 representatives of 21 political parties were members of precinct election commissions. 35,6 thousand or over 80 percent of over 45.000 citizens who applied for nomination were registered as candidates to municipal membership and their names were on ballot papers. 54,4 percent of them nominated themselves independently and political parties nominated over 40 percent. Generally about 18.000 members and representatives of 26 political parties were among candidates got their candidacy put in voting and it formed 51 percent of all candidates. The citizens of the country took part in the elections on the basis of common, equal and direct suffrage by free, personal and secret ballot in constituencies. The voting was conducted to elect members for 2.667 municipalities within constituencies. 52,6 percent of 4.312.265 voters included in voter lists in the Republic participated in voting. Elections were completed in 2.591 of all municipalities 20.456 or 57,46 percent of persons, whose candidacies were put into voting to the municipal membership in constituencies, were elected 10 to the municipalities. Elections were not completed m some of election territories of the Republic because of insufficient turnout requirement. Election results in some municipalities were invalidated because of frauds in voting process and counting that could influence election results, by the decision of the Central Election Commission of the Republic of Azerbaijan and some territorial election commissions. Partial elections were conducted in 75 municipalities within 26 election territories on 26 March 2000. Over 566 members were elected to 74 municipalities. Partial elections were appointed to 25 June in the municipality of Narimanov District of Baki City. The elections to municipalities in the republic of Azerbaijan were very important event in life of the country and helped to increase people s activity 111 a democratic state building and to reinforce social stability in the society.
