of Central Election (Referenda) Commission
of the Republic of Azerbaijan

on the establishment of Expert Group to investigate complaints of actions (inactions) violating citizens’ suffrage

In order to investigate complaints of actions (inaction) and decisions that violate citizens’ suffrage pursuant to Article 112.1 of Election Code of the Republic of Azerbaijan and item # 5.1. of “Instruction on the rules for submitting complaints and applies related to the violation of election suffrage to Central Election Commission of the Republic of Azerbaijan (CEC) and Constituency Election Commissions (Con.ECs) and rules for considering them”, Expert Groups shall be established under CEC consisting of 9 persons and under the Con.ECs consisting of 3 persons which include lawyer members of relevant election commissions functioning during elections (referendum), as well as, other members and officials of the Secretariat having working practice in electoral field, professionalism, ability of conducting precise factual and legal analysis, great public confidence in impartiality in their activity.
Taking the above-mentioned as basis, pursuant to Articles 19.4, 19.14, 28.2, 28.4 and 112-1.1 of Election Code of the Republic of Azerbaijan and to item # 5.1 of “Instruction on the rules for submitting complaints and applies related to the violation of election suffrage to Central Election Commission of the Republic of Azerbaijan (CEC) and Constituency Election Commissions (Con.ECs) and rules for considering them”, CEC decides:

1. In order to investigate complaints from actions (inactions) and decisions which violate election suffrage of citizens, Expert Group shall be established under CEC consisting of 9 persons in the following composition functioning during popular vote appointed to March 18, 2009:
1.1. Ramiz İbrahimov – CEC Commissioner
1.2. Gabil Orujov – CEC Commissioner
1.3. Valida Kazimova – CEC Commissioner
1.4. Tofig Hasanov – CEC Commissioner
1.5. Rovshan İsmayilov – CEC Commissioner
1.6. Nizami Nadirov – CEC Commissioner
1.7. İrada Hajiyeva – Head of Law Department of CEC Seretariat
1.8. Rafig Abbasov – Chief consultant of Law Department of CEC Secretariat
1.9. Emin Guliyev – Chief consultant of Law Department of CEC Secretariat

2. Establishment of Expert Grous meeting relevant requirements during short period under Constituency Election (Referenda) Commissions shall be tasked to these election (referendum) commissions.

3. The decision shall be published within 24 hours.

4. The decision is in force since the day of its publication.
