INSTRUCTION
on the rules for the registration of political party blocs, nomination of candidates by political parties and political party blocs in Presidential Elections of the Republic of Azerbaijan

I. The rule for the registration of political party blocs
According to Article 50 of Election Code of the Republic of Azerbaijan (hereafter referred to as Election Code), the authorized representative of the political party bloc shall submit the following documents to Central Election Commission of the Republic of Azerbaijan (hereafter referred to as CEC) in order to register the political party bloc:

1.1. copies of charters of political party blocs included in bloc approved in notary order;
1.2. agreement of political parties included in bloc on entering the bloc;
1.3. decisions of political parties on entering the bloc;
1.4. joint decision on the establishment of the bloc signed by the authorized representatives of political parties and approved by the stamps of these parties;
1.5. information on full and short name of the political party bloc (the name of the political party bloc is determined at the joint session of the representatives of the parties included in bloc, while naming the bloc names of other political parties participated in previous elections can not be used (notwithstanding had participated in elections or not). If newly registered political party bloc doesn’t include more than half of the political parties which established this bloc in previous elections, then the bloc can’t be named as previous political party bloc. The name or surname of a person can be used by the political party bloc only with the written consent of this person).
1.6. Political party bloc can submit its emblem to CEC for approval (excluding the registered emblem of any political party within the political party bloc itself or the emblems used by other political party or political party blocs in present or previous elections (by abiding Article 51.2 of this Code), the political party bloc can submit any emblem. Symbols of the political party bloc should not infringe the right of intellectual property, rights of commodity signs, should not offend national symbols of the Republic of Azerbaijan and other states, as well as religious symbols and should not violate generally accepted norms of morality. The political party bloc should agree with CEC in the usage of its name or emblem containing not more than five words in election documents).
1.7. decision of the session (convention, conference or the leading body) by political party entering the bloc or the joint session of the representatives of political parties on the appointment of authorized representatives, as well as authorized representatives on financial issues.
1.8. list of authorized representatives (Appendice # 2 made to Instruction), as well as authorized representatives on financial issues (Appendice # 3 made to Instruction).
1.9. letters of consent of these person to be an authorized representative (Appendices # 4 and 5 made to Instruction). The authority of the representative can be terminated by warning in written form by the decision of the authorized body of the political party bloc; the copy of the adopted decision on this should be sent to CEC.
1.10. Written reference on receiving the documents submitted to CEC shall be provided to the authorized representative ().

II. The rule for nominating a candidate to presidency by political party or political party blocs
2.1. The political party adopts decision on the nomination of a candidate to presidency pursuant to its charter. Such decision shall be adopted in the collegial form by voting.
2.2. A candidate nominated by political party bloc shall be approved by each political party that enter bloc. Decision on the nomination of a candidate by the political party bloc shall be adopted at the session of political party representatives (in conferences, session of leading body). These authorized representatives of political parties shall be determined at the conference of parties (conference, session of the leading body).
2.3. Decision of political parties, the political party bloc on nomination of the candidate shall be made official by the protocol. This protocol should contain:
a) the number of registered participants at session (conference, session of the leading body);
b) the number of participants necessary for the adoption of the decision considered by the agreement on the establishment of the political party bloc;c) decision on the candidate nomination and voting results on this decision;
d) date of adoption of the decision.
Political parties, the political party bloc can nominate persons not being members of parties that enter the bloc.
III. Documents submitted to CEC by the political parties that nominated candidate  
Candidate can be nominated by the political party provided that according to Election Code and the Instruction, the following documents shall be submitted to CEC by the authorized representatives of the political parties together with the name of the candidate:
3.1. copy of the certification on the registration of political parties approved in the notary order;
3.2. copy of the charter in force of the political party approved in the notary order;
3.3. decision of the convention (conference, session of the leading body) of the political party on candidate nomination and relevant session minutes;
3.4. letter of consent of the nominated candidate including surname, name, patronymic, date of birth, residence address, education, living within the Republic of Azerbaijan more than 10 years, imprisonment, citizenship, commitment before other countries, as well as commitment to terminate his/her activity that does not fit with this duty when electing president (Appendice # 9 made to Instruction).
3.5. decision of the convention (conference, session of the leading body) of the political party on the appointment of authorized representatives, as well as authorized representatives on financial issues
3.6. list of authorized representatives of political parties (Appendice # 2)
3.7. list of authorized representatives of political parties on financial issues (Appendice # 3)
3.8.  letters of consent of authorized representatives(Appendice # 4)
3.9. letters of consent of authorized representatives on financial issues (Appendice # 5)
3.10. powers of attorney of authorized representatives and authorized representatives on financial issues of political parties approved by the signature of the head of the political party and stamp of the organization (Appendices # 6 and 6 “A”)
3.11. when authorized body of political parties terminates the authority of the authorized representative, then the copy of the decision on it.
The authorized representative shall be provided with the written reference on getting documents submitted to the CEC (Appendice # 9 made to Instruction).
Documents that bloc of political parties nominating candidate provide the CEC
Candidate can be nominated by the political party bloc provided that according to Election Code and the Instruction, the following documents shall be submitted to CEC together with the name of the candidate:
4.1. corresponding protocols of sessions together with the decisions on nominating candidate of the congress (conference, sessions of head bodies) of the political parties in bloc;
4.2. decision on nominating candidate by the name of the bloc of the sessions of the representatives of the political parties entering bloc and relevant session minutes;
4.3. powers of attorney of authorized representatives and authorized representatives on financial issues of political party blocs implied by Election Code  (Appendices # 7 and 7 “A”) and made official in notary order(Appendices # 8 and 8 “A”):
4.4. list of authorized representatives of political parties (Appendice # 2)
4.5. list of authorized representatives of political parties on financial issues (Appendice # 3)
4.6. letters of consent of authorized representatives(Appendice # 4)
4.7. letters of consent of authorized representatives on financial issues (Appendice # 5)
4.8. . letter of consent of the nominated candidate including surname, name, patronymic, date of birth, residence address, education, living within the Republic of Azerbaijan more than 10 years, imprisonment, citizenship, commitment before other countries, as well as commitment to terminate his/her activity that does not fit with this duty when electing president (Appendice # 1 made to Instruction).
The Central Election Commission shall submit the authorized representative of the candidate with written reference on receiving the submitted documents (Appendice # 9 made to Instruction).

INSTRUCTION
on the rules for the registration of political party blocs, nomination of candidates by political parties and political party blocs in Presidential Elections of the Republic of Azerbaijan

I. The rule for the registration of political party blocs
According to Article 50 of Election Code of the Republic of Azerbaijan (hereafter referred to as Election Code), the authorized representative of the political party bloc shall submit the following documents to Central Election Commission of the Republic of Azerbaijan (hereafter referred to as CEC) in order to register the political party bloc:

1.1. copies of charters of political party blocs included in bloc approved in notary order;
1.2. agreement of political parties included in bloc on entering the bloc;
1.3. decisions of political parties on entering the bloc;
1.4. joint decision on the establishment of the bloc signed by the authorized representatives of political parties and approved by the stamps of these parties;
1.5. information on full and short name of the political party bloc (the name of the political party bloc is determined at the joint session of the representatives of the parties included in bloc, while naming the bloc names of other political parties participated in previous elections can not be used (notwithstanding had participated in elections or not). If newly registered political party bloc doesn’t include more than half of the political parties which established this bloc in previous elections, then the bloc can’t be named as previous political party bloc. The name or surname of a person can be used by the political party bloc only with the written consent of this person).
1.6. Political party bloc can submit its emblem to CEC for approval (excluding the registered emblem of any political party within the political party bloc itself or the emblems used by other political party or political party blocs in present or previous elections (by abiding Article 51.2 of this Code), the political party bloc can submit any emblem. 1.8. list of authorized representatives (Appendice # 2 made to Instruction), as well as authorized representatives on financial issues (Appendice # 3 made to Instruction).
1.9. letters of consent of these person to be an authorized representative (Appendices # 4 and 5 made to Instruction). The authority of the representative can be terminated by warning in written form by the decision of the authorized body of the political party bloc; the copy of the adopted decision on this should be sent to CEC.
1.10. Written reference on receiving the documents submitted to CEC shall be provided to the authorized representative ().

II. The rule for nominating a candidate to presidency by political party or political party blocs
2.1. The political party adopts decision on the nomination of a candidate to presidency pursuant to its charter. Such decision shall be adopted in the collegial form by voting.
2.2. A candidate nominated by political party bloc shall be approved by each political party that enter bloc. Decision on the nomination of a candidate by the political party bloc shall be adopted at the session of political party representatives (in conferences, session of leading body). These authorized representatives of political parties shall be determined at the conference of parties (conference, session of the leading body).
2.3. Decision of political parties, the political party bloc on nomination of the candidate shall be made official by the protocol. This protocol should contain:
a) the number of registered participants at session (conference, session of the leading body);
b) the number of participants necessary for the adoption of the decision considered by the agreement on the establishment of the political party bloc;c) decision on the candidate nomination and voting results on this decision;
d) date of adoption of the decision.
Political parties, the political party bloc can nominate persons not being members of parties that enter the bloc.
III. Documents submitted to CEC by the political parties that nominated candidate  
Candidate can be nominated by the political party provided that according to Election Code and the Instruction, the following documents shall be submitted to CEC by the authorized representatives of the political parties together with the name of the candidate:
3.1. copy of the certification on the registration of political parties approved in the notary order;
3.2. copy of the charter in force of the political party approved in the notary order;

3.5. decision of the convention (conference, session of the leading body) of the political party on the appointment of authorized representatives, as well as authorized representatives on financial issues
3.6. list of authorized representatives of political parties (Appendice # 2)
3.7. list of authorized representatives of political parties on financial issues (Appendice # 3)
3.8.  letters of consent of authorized representatives(Appendice # 4)
3.9. letters of consent of authorized representatives on financial issues (Appendice # 5)
3.10. powers of attorney of authorized representatives and authorized representatives on financial issues of political parties approved by the signature of the head of the political party and stamp of the organization (Appendices # 6 and 6 “A”)
3.11. when authorized body of political parties terminates the authority of the authorized representative, then the copy of the decision on it.
The authorized representative shall be provided with the written reference on getting documents submitted to the CEC (Appendice # 9 made to Instruction).

Candidate can be nominated by the political party bloc provided that according to Election Code and the Instruction, the following documents shall be submitted to CEC together with the name of the candidate:

4.7. letters of consent of authorized representatives on financial issues (Appendice # 5)
4.8. . letter of consent of the nominated candidate including surname, name, patronymic, date of birth, residence address, education, living within the Republic of Azerbaijan more than 10 years, imprisonment, citizenship, commitment before other countries, as well as commitment to terminate his/her activity that does not fit with this duty when electing president (Appendice # 1 made to Instruction).
The Central Election Commission shall submit the authorized representative of the candidate with written reference on receiving the submitted documents (Appendice # 9 made to Instruction).
