DECISION
of Central Election Commission
of the Republic of Azerbaijan
on the publication of airtime division on free bases in Presidential Elections of the Republic of Azerbaijan appointed on October 15, 2008
Pursuant to Article 75.2 of Election Code of the Republic of Azerbaijan, pre-election campaign shall be commenced at least 28 days prior to the voting day, i.e. since September 17, 2008. Pursuant to Article 80.1 of this Code, candidates to presidency shall have the right to obtain free airtime in channels of public TV and radio organizations. In this aim, Public TV and Radio Company allocated free airtime for 6 hours.
Pursuant to Article 189.2 of Election Code of the Republic of Azerbaijan, free airtime allocated by TV and radio organizations shall be considered for the registered candidates to presidency to conduct discussions, round tables and other similar campaign activities. In accordance with Article 189.3 of this Code, airtime for the conduct of joint campaign activities in channels of public TV and radio organizations shall be allocated for the registered candidates to presidency, shall be shall be calculated separately and conducted. Such free airtime should be used by the registered candidates to presidency on equal bases. In this case, the volume of airtime used by each candidate to presidency shall be separately determined.
In accordance with Decision # 20/104 by Central Election Commission of the Republic of Azerbaijan (CEC) dated on September 13, 2008, lottery was conducted in the aim of free airtime division and its results were determined.
Pursuant to Article 80.7 of Election Code of the Republic of Azerbaijan, lottery results were made official through protocol and tabulation of airtime division shall be published in periodicals implied by Article 77.2 of Election Code of the Republic of Azerbaijan.
Adopting the above-mentioned as a basis, pursuant to Articles 19.4, 19.14, 28.2, 28.4, 74, 75, 80.1, 80.4-80.7, 189.2 and 189.3 of Election Code of the Republic of Azerbaijan, Central Election Commission of the Republic of Azerbaijan(CEC) decides:
1. Tabulation of airtime division allocated on free bases by Public TV and Radio Company in Presidential elections of the Republic of Azerbaijan appointed on October 15, 2008 shal be published (tabulation shall be attached).
2. The decision shall be enforced since the day of its publication.
