RULE
on drawing lots by election commissions for allocating airtime in the TV-radio broadcasts, also space in periodicals among the registered candidates, registered candidates of the political parties and blocks of political parties to conduct pre-election campaign in the Municipal Elections
1. Allocating airtime in the TV-radio broadcasts, also space in periodicals among the registered candidates (hereafter referred to as - candidates) to conduct pre-election campaign shall be regulated by the Election Code of the Republic of Azerbaijan.
2. Date and time of airing and publishing of pre-election materials shall be determined by a drawing lot conducted by the relevant election commission, with the participation of representatives of TV and radio companies, also editorial office pursuant to the Election Code of the Republic of Azerbaijan.
3. The information of the relevant election commission on the date and time of conducting of drawing lots shall be published in the case defined by Law.
4. The persons indicated in the Articles 40.2 and 40.4 of the Election Code of the Republic of Azerbaijan have the right to participate in drawing lots. The tabulation of the airing approved by the relevant election commission that is formed by the Lottery Commission is the basis for the candidates to allocate free airtime for the political parties and blocks of political parties.
5. Lottery commission shall be formed in the composition consisting of three persons from the members of the relevant election commission for the conduct of lottery and formation of the tabulation to allocate airtime and space in periodicals.
6. The Lottery Commission shall inform the persons who have the rights for it about the place, date and time of lottery at least 24 hours prior to the conducting lottery.
7. The Lottery Commission shall conduct drawing lot among the candidates to the municipality membership or authorized representatives with their request, as well as authorized representatives of the political parities, political party blocs that nominated candidates with the participation of the representatives of the relevant TV and radio companies at the declared day, time and place.
8. Four-cornered sheets at the same size should be prepared at the relevant amount to the number of the candidates whose names have been included in the list for drawing lots. Those sheets should be numbered, folded in four and mixed by dropping into the box. Then each of candidates or authorized representatives should take a bundle from the box by turn and declare the number written on the sheet. If the candidates or authorized representatives do not participate in drawing lots, then the relevant election commission can charge it to another independent person with the consent of the persons participating in drawing lots. The tabulation should be made by the relevant election commission on the results of drawing lots.
9. The relevant election commission shall approve the tabulation on the results of drawing lots on the day of lottery.
10. The results of the lottery should be made official by the protocol. The relevant election commission as a result of lottery should publish the division of the airtime.
The total volume and rule for allocating airtime in the TV-radio broadcasts or space in periodicals for the conduct of pre-election campaign shall be regulated by the Election Code of the Republic of Azerbaijan. |
