Decision
of the Central Election Commission
of the Republic of Azerbaijan

on the definition of weekly total volume of free air-time allocated by “Television and Radio Programs ” Joint Stock Company and Public TV Radio Company during pre-election campaign in accordance with the agreement with those organizations in third call Elections to the Milli Majlis of the Republic of Azerbaijan to be conducted on November 6, 2005

Central Election Commission of the Republic of Azerbaijan (CEC) decides pursuant to Articles 19.4, 19.14, 26.2.3, 28.4, 77.2, 80.1, 80.4-80.7 and 155.3 of Election Code of the Republic of Azerbaijan and Articles 3.5 and 3.6 of the Law on the approval and enforcement of Election Code of the Republic of Azerbaijan dated on May 27, 2003:
1. Weekly total volume of free air-time allocated by “Television and Radio Programs ” Joint Stock Company and Public TV and Radio Company during pre-election campaign in third call Elections to the Milli Majlis of the Republic of Azerbaijan conducted on November 6, 2005 shall be defined in accordance with the agreement with those organizations
for 4,5 hours (270 minutes).
1.1. Free airtime in TV shall be provided for 16 minutes by being 4 minutes for each political party and political party bloc the candidates of which have been registered by “Television and Radio Programs ” Joint Stock Company from 22.00 on I-VI days of each week and by Public TV and Radio Company from 21.30 on I-VI days of each week in order to conduct pre-election campaign in more than 60 constituencies.
1.2. “Television and Radio Programs ” Joint Stock Company and Public TV and Radio Company shall provide free airtime of 24 minutes for round tables in accordance with alternation on Sundays of each week for pre-election campaign.
1.3. “Television and Radio Programs ” Joint Stock Company shall provide free airtime in radio for 18 minutes by being 4,5 minutes for each political party and political party bloc the candidates of which have been registered from 20.30 on II-VI days of each week and for round table for 18 minutes from 20.30 on VI days of each week in order to conduct pre-election campaign in more than 60 constituencies.
1.4. Free airtime implied by items # 1.1. – 1.3. of the Decision shall be provided to New Azerbaijan Party, Liberal Party, “Azadlig” election bloc and “Yeni Siyaset” election bloc.
2. Lottery shall be conducted among election subjects implied by item # 1.4. of the Decision for the distribution of free airtime.
2.1. Lottery Commission shall be established in the composition of Azer Jabir oghlu Taghiyev (chairman), Fuad Musa oghlu Javadov and Yusif Gazanfar oghlu Baghirzade, members of Central Election Commission.
