RULE
for drawing
lots by Constituency Election Commission to
allocate airtime in the TV-radio broadcasts
or space in periodicals among the registered
candidates for the conduct of pre-election campaign
in the elections to the Milli Majlis of the
Republic of Azerbaijan
1. The allocation
of air-time in the TV-radio broadcasts or space
in periodicals among the registered candidates
(hereafter referred to as this candidates) to
conduct pre-election campaign shall be regulated
by the Election Code of the Republic of Azerbaijan.
2. Date and time of airing of pre-election materials
by the Election Code of the Republic of Azerbaijan
shall be determined by drawing lots with the
participation of the Con.EC, representatives
of TV and radio companies, as well as representatives
of the periodicals.
3. The information of the Con.EC about the time
and place of the lottery shall be officially
published.
4. The members of the Con.EC, candidates, political
parties, authorized representatives of the blocks
of political parties, agents, also other persons
mentioned in the Articles 40.2 and 40.4 of this
Code have the right to participate in drawing
lots. Providing of the free airtime approved
by the Con.EC that compiled by the Lottery Commission
is the basis for allocating free airtime for
the candidates.
5. The Lottery Commission is established in
the composition consisting of three members
of the Con.EC for the organization of the draw
and formation of the allocating air-time in
the TV-radio broadcasts and space in periodicals.
6. The Lottery Commission shall provide the
candidates and authorized representatives with
the information about the place, date and time
of draw at least 24 hours prior the conduct
of the draw.
7. With the request of the candidates to the
deputy, the Lottery Commission shall conduct
a draw at the declared day, hour and place among
the authorized representatives, as well as political
parties that nominated candidates, authorized
representatives of the blocks of political parties
with the participation of relevant representatives
of TV and radio companies.
8. Four-cornered sheets at the same size should
be prepared at the relevant amount to the number
of the candidates whose names have been included
in the list for drawing lots. Those sheets should
be numbered, folded in four and mixed by dropping
into the box. Then each of candidates or authorized
representatives should take a bundle from the
box by turn and declare the number written on
the sheet (if the candidates or authorized representatives
do not participate in drawing lots then the
Con.EC can charge it to another independent
person with the consent of the persons participated
in drawing lots). The tabulation should be made
by the Con.EC on the results of drawing lots.
9. The Con.EC shall approve the tabulation on
the results of drawing lots on the day of lottery.
10. The results of the lottery should be made
official by the protocol. The division of the
air-time in the result of lottery should be
published by the Con.EC.
The total volume and rule for allocating air-time
in the TV-radio broadcasts or space in periodicals
for the conduct of
pre-election campaign shall be regulated by
the Election Code of the Republic of Azerbaijan.
