R U L E S
for providing the candidate, his/her authorized representative, voter initiative groups,
authorized representatives of political parties, blocs of political parties with signature sheets by the Central Election Commission in Presidential elections of the Republic of Azerbaijan

Collection of voters signatures in support of the candidate nominated by voter initiative groups or self-nominated commences since providing the candidate, his/her authorized representative with the decision approving the nomination of the candidate to presidency of the Republic of Azerbaijan by the Central Election Commission of the Republic of Azerbaijan. But collection of voters signatures in support of candidates nominated by political parties, blocs of political parties commences after the well-based decision of the Central Election Commission on approving the candidate nominated. While providing the candidate, his/her authorized representative, voter initiative groups, the authorized representatives of political parties, blocs of political parties with signature sheets upper right corner of each signature sheet must be approved by the seal of the Secretariat of the Central Election Commission. Signature sheets must be prepared in the form indicated by Appendices 2 and 2”A” to the Election Code the Republic of Azerbaijan. While providing the candidate, his/her authorized representative, voter initiative group, the authorized representatives of political parties, blocs of political parties with signature sheets the number of sheets should not exceed 15 percent of the total number of the signatures necessary for the registration defined by the Election Code of the Republic of Azerbaijan in order to provide the equal status of candidates during their nomination. An act with two copies must be compiled while providing the candidate or the authorized representative with signature sheets. The compiled act shall be approved by the seal of the Secretariat of the Central Election Commission after being signed by the candidate or the authorized representative, as well as the official of the Secretariat of the Central Election Commission. The act on adoption of signature sheets shall contain the surname, name, patronymic name, serial number of ID card, as well as the number and date of issue of the approval document for an authorized representative of the candidate or the authorized representative, as well as the surname, name, patronymic name, current position of the official of the Secretariat of the Central Election Commission, the number of submitted signature sheets and other information. After being signed and sealed the compiled act shall be preserved in the General Department of the Secretariat of the Central Election Commission. But another copy shall be submitted to the authorized representative or candidate together with the submitted signature sheets.
