C O M M E N T
on rules for preparation and submission of voting
cards approving inclusion of voters in the voters
lists
1. According
to Article 46.2 of the Election Code of the
Republic of Azerbaijan voting card is a document
approving the inclusion of voters in voters
lists. The voting card should contain surname,
name, patronymic, date of birth, address of
residence of the voter, name of the constituency
where he/she has been enlisted and number of
the polling station where he/she is to vote,
as well as the address of the polling station.
1.1. Sample of the voting card is approved by
the Central election Commission of the Republic
of Azerbaijan and Constituency Election Commissions
(Con.ECs) shall be provided with them together
with blank forms of voters lists 50 days prior
to the voting day.
1.2. In their turn, Con.Ecs provide the relevant
Precinct Election Commissions (PECs) with voting
cards together with blank forms of voters lists
within 45 days prior to the voting day.
1.3. PECs provide voters with voting cards at
most 10 days and at least 5 days prior to the
voting day.
1.4. Voting card should also contain surname,
name, patronymic, date of birth, address of
residence of the voter, number and name of the
constituency, conduct of the voting since 8.00
till 19.00, as well as address, telephone number
and ordinal number of the polling station where
the voter is to vote. Besides, voting card should
also contain the words “Do not forget to bring
your Id card or its substitute document when
coming to the voting, please!”.
1.5. On the voting day, each voter can be provided
with a ballot paper when he/she submits his/her
ID card or its substitute document together
with the voting card. (Sample of the voting
