C O M M E N T
on rules for early voting of voters
1.1.
Voting is conducted since 8.00 till 19.00 on
the Presidential Election Day of the
Republic of Azerbaijan.
1.2. The Central Election Commission hands ballot
papers together with envelopes to the relevant
Precinct Election Commission (PEC) according
to the act compiled by participation of chairman
and secretaries at least 5 days prior to the
voting day.
1.3. The relevant Constituency Election Commission
(Con.EC) can allow the conduct of the voting
in ships navigating under the flag of the Republic
of Azerbaijan, remote districts 10 days prior
to the voting day. For this purpose, the Con.EC
adopts the relevant decision.
1.4. For this purpose, the relevant Con.EC applies
to the Central Election Commission and makes
valid report on the causes of the conduct of
early voting.
1.5. The Con.EC must indicate the number of
polling stations where the voting is to be conducted
and the number of voters, as well as the number
of necessary ballot papers and envelopes in
its report.
1.6. According to the appeal of the Con.EC,
the Central Election Commission provides with
ballot papers together with envelopes at the
amount stated to the relevant Con.EC at latest
10 days prior to the voting day in accordance
with the act compiled by participation of chairman
and secretaries. In the exceptional cases, the
ballot papers for polling stations organized
in ships navigating under the flag of the Republic
of Azerbaijan, the text of the protocol on the
voting results can be delivered via wireless
or other technical means.
1.7. According to the requirements of the Election
Code of the Republic of Azerbaijan the relevant
PEC shall provide the Con.EC with the protocol
on the voting results not later than within
24 hours after the end of the voting.
1.8. If all voters included in the voters lists
participated in the voting in the Azerbaijani
Sector of the Caspian Sea, ships navigating
on the voting day, places temporarily settled
by voters-hospitals, sanatoriums, rest homes,
prisons, isolation places, institutions of confinement,
then PECs can report on the early ending of
the voting.
