INSTRUCTION
ON ORGANIZATION OF VOTING
IN MILITARY UNITS
DURING THE PRESIDENTIAL ELECTIONS OF THE AZERBAIJAN
REPUBLIC
TO BE HELD ON OCTOBER 15, 2003
1. The military servants
shall vote in ordinary election precincts established
in the territory where the military unit is
located. Voting stations can be created in the
military units located outside of the settlements
only in circumstances if it is needed more than
1 hour to transport military servants by means
of public transport to ordinary voting stations
and if the number of military servants is more
than 50.
In such circumstances, voting stations shall
be created within the period defined by Article
35.2 of this Code, in exceptional cases, they
shall be created at least 5 days prior to the
voting day by the commanders of the military
units in accordance with the decision of relevant
constituency election commission.
2. Military servants
from frontier troops and military servants located
at the areas of military conflicts, as well
as those serving under special regime, shall
vote in election precincts created within their
military units. A voter shall receive a ballot
paper upon producing his/her officer’s military
badge or military ID together with the voter’s
card.
3. Conditions for all
members of the precinct election commission
and superior election commissions, registered
candidates and their representatives, authorized
representatives of political parties and blocks
of political parties and observers to access
easily the working rooms of election commission
and voting cabins in the election precincts
should be provided in conformity with the rules
defined by this Code.
4. Voters lists for
the precincts established within the territory
of military units shall be specified by the
precinct election commissions on the basis of
information on voters provided by the commanders
of military units at least 25 days prior to
the election day.
5. In military units
the election precincts should be established
by the commanders of the military unit in such
a way, as to ensure easy access to those precincts.
6. If no election precincts
are created in military units, the commander
of the military unit shall specify the information
on voters and then submit it to the relevant
precinct election commission at least 35 days
prior to the election day.
7. The military servants
residing outside the military unit shall be
included into the voters list from the place
of residence, in accordance with the general
principles.
8. The list of voters
who serve within the military unit, as well
as the list of their family members and other
voters residing within the military unit, shall
be compiled by the commander of the military
unit.
